Interstate deliberation

Concept

Allied states debate action through arguments shaped by different interests.

Explanation or usage

A council brings together parties that may agree on an alliance while disagreeing about risks, timing, and objectives. Speakers can frame a rival as threatening or an ally as negligent to persuade their audience. A speech's inclusion in a historical account does not make its claims the historian's own verdict.

Common misunderstandings

Every speech in Thucydides expresses his own opinion.
